EU Confirms Industries Can Emit CO₂ into 2040s Under Carbon Market Plan

The European Commission has confirmed that European Union industries will be allowed to continue releasing carbon dioxide (CO₂) into the atmosphere well into the 2040s. This decision is part of the EU’s updated carbon market blueprint, which aims to gradually reduce greenhouse gases while supporting economic sectors. The EU’s Emissions Trading System (ETS) is the world's largest carbon market. It sets a cap on the total CO₂ that certain industries can emit, and companies must buy permits for each ton they release. The system is meant to encourage cleaner production by making pollution costly. Under the new plan, industries such as steel, cement, and chemicals will still receive some free permits after 2030, and full auctioning of permits will be delayed until 2034 for some sectors. This means heavy polluters will not face immediate financial penalties, allowing emissions to continue for another two decades. Environmental groups say the move weakens the EU’s climate ambition. The EU has committed to becoming climate-neutral by 2050, meaning net-zero emissions. Critics argue that allowing CO₂ emissions into the 2040s could make that goal harder to achieve. The European Commission defends its decision, stating that the gradual approach gives industries time to invest in new technologies and avoid economic disruption. The plan also includes measures to protect jobs and prevent companies from moving production outside Europe, where emission rules may be looser. The debate over the EU’s carbon market reflects a global challenge: balancing climate action with economic growth. The EU’s final plan will now be discussed by member states and the European Parliament.
