A report by the Comptroller and Auditor General (CAG) has revealed that the office of the Principal Accountant General (Accounts & Entitlements) in Bihar is yet to receive utilisation certificates (UCs) for a substantial amount of funds. According to the CAG's 'Financial Reporting Practices' report for 2024-25, as of March 31, 2025, there were 62,632 outstanding UCs totalling ₹92,132.75 crore. These certificates are required to confirm that funds released by the government have been used for their intended purposes. The report was presented in the Bihar state assembly on July 23, 2025. The CAG regularly audits government accounts and financial reporting to ensure transparency and accountability. The delay in submitting UCs can indicate potential issues in fund utilisation or monitoring. The report highlights a significant gap in financial compliance, which may raise concerns about the effective use of public money. The state government is expected to respond to the findings and take steps to clear the backlog of pending certificates.
