Global South needs fair AI access to avoid digital divide, Beijing summit hears

At China's premier artificial intelligence conference, experts and international figures called for greater cooperation and development-focused AI regulations to prevent a growing digital divide. The message was delivered on Saturday at the World AI Conference (WAIC) in Shanghai, where Beijing is positioning itself as a leader in AI governance while courting countries from the Global South.
Speakers emphasized that without equal access to AI technology and training, developing nations risk falling further behind. China has been promoting an AI package that includes infrastructure support and capacity building for these countries, aiming to boost its influence in global tech governance.
The conference highlights China's push to shape international AI rules amid rising competition with the United States. By offering aid and partnerships to the Global South, Beijing hopes to build alliances and present itself as a champion of equitable development.
Scholars noted that regulations should focus on practical needs rather than being dictated by wealthier nations. The goal, they said, is to ensure that AI benefits all countries, not just a few tech powers.
