President Donald Trump's Board of Peace says Hamas has formally agreed to a detailed framework for the next phases of the Gaza ceasefire, including disarming before Israeli forces withdraw from the territory.
In a statement on X, the board described the agreement as a "historic breakthrough" and said it concluded months of negotiations to advance Trump's vision for new governance, security, humanitarian relief, reconstruction and economic recovery in Gaza, as set out in the Comprehensive Peace Plan and UN Security Council Resolution 2803.
The plan, a 15-point draft that Hamas agreed to, calls for Gaza to be governed under the principle of "one authority, one law, one weapon." A National Committee for the Administration of Gaza would take over civil and security functions, police personnel would be vetted, and all police weaponry would be transferred to the committee. Heavy weapons, military production sites, weapons depots and tunnels would be inventoried and stored, with the process monitored by an International Verification Committee. Militia fighters would not be absorbed into the security forces.
An interim International Stabilisation Force would be deployed to separate Israeli forces from areas under the committee's control, and Israeli troops would complete a phased withdrawal from the strip. Reconstruction of Gaza would be planned and overseen by a Peace Council and the National Committee.
Israel has not officially responded to the agreement, but a political source told AFP on July 31 that Israel will not withdraw from Gaza until Hamas demonstrates genuine disarmament.
The war in Gaza has killed more than 73,000 Palestinians, with thousands more missing and presumed dead, and has displaced around 90 percent of the enclave's population, according to Middle East Eye.
