A federal appeals court on Friday ordered President Donald Trump's administration to stop construction of a $400 million ballroom at the White House, ruling that a president cannot fundamentally reshape the White House without congressional approval. In a 2-1 decision, the court sided with historic preservationists who had sued to halt the project. The ballroom was to be built on the site of the White House's demolished East Wing. The court said it would stay its ruling for two weeks to allow the administration to appeal to the U.S. Supreme Court. Trump said he would challenge the ruling at the Supreme Court and described the decision as horrendous.
